I can either:
1) keep investing in both, or
2) sell VTRIX and dial up my FSIIX exposure to rebalance

If I sold VTRIX, I would use the proceeds to increase my exposure to VEIEX (Vanguard Emerging Markets Index) and/or to start investing in VISGX (Vanguard Small Cap Growth) -- I don't currently have any small growth in my portfolio. [I have money sitting around in my Fideluty account which will be used to increase my FSIIX.]

The paragraph underneath your two options seems to indicate you have a few more options. For example,
3) Sell VTRIX, buy VEIEX no change to FSIIX
Swapping VTRIX with VEIEX is still keeping your international allocation, perhaps with a little more volatility.

4) Sell VTRIX, buy VSIGX
Adding VISGX (small cap growth) definitely diversifies your portfolio, especially if you have no small cap exposure

I think most investors struggle with the same issues- Asset allocation, Performance and Fees/Managing logistics. There are trade-offs, but you have to decide what helps you sleep better at night.
