I could be wrong, but I think discurro was referring to the fact that our conscious minds don't decide anything. There has been research done in this area, and it has been demonstrated quite conclusively that our conscious minds rationalize decisions that our unconscious minds already reached. Basically, we just react to stimulus and then rationalize it later to fool ourselves into believing we made some conscious choice when we, in fact, did not.
