I currently have a 30ry fixed first mortgage with Chase and a HELOC with PNC. Chase sent me an offer a couple of months ago for one of their streamlined refinances of the 1st mortgage. No cost to me, just have to fill out the necessary paperwork

A few years ago Chase sent me a no cost refi offer. The rate wasn't much lower than what I had (and I wasn't underwater) but since it was no cost I gave it a shot. The bottom line was that it wasn't completed in 30 days and they wanted to split the cost of the loan with me since it wasn't done in 30 days (not sure why it was my fault). I told them where they could go and eventually got a much lower offer from a credit union.

Not sure if your offer was under the same conditions as mine but if there is a time limit be very careful.
