I disagree that it benefits your property specifically. As you said, it's benefitting the neighborhood, not your property alone. I see that as a difference, and the critical one.

Then what is an example of a tax that tends to "increase the value of the property assessed"? That is, what tax can you think of that would be excluded by 164(c)(1)?

I'm truly not trying to be argumentative; I just want to understand your position well enough so that I can switch to it.
