I don't doubt that truck are much harder on roads.

I think registration fees are a small part of the revenue for roads. I would think fuel taxes would generate more revenue. I'm guessing it varies by state too. I know in Oregon registration is $86.00 for 2 years, but they have a high gas tax.

Here in Washington it varies. The fuel tax is .375 per gallon.

The state tax is 18¢ per gallon for gasoline, and either 18¢ or 26¢ per gallon for diesel, depending on whether a diesel vehicle is light class/exempt or use class. The tax rate is required to be posted on each pump using decals issued by the Arizona Department of Transportation.

Those trucks pay more per mile and as you say they drive more miles. I don't know if it's enough to make up for the wear and tear on the road, though.
