I don't know if Series I Savings Bonds or Series EE Savings Bonds can be held in an IRA.

I'm 98% sure they can't. They have to be titled in the name of an individual and IRAs are not titled that way(they are held by a custodian(brokerage,bank or whatever) for an individual. If you google IRA+savings bonds, the actual information can probably be found.
