I don't know if you can approach the owner/decison maker, but there are probably better 401k sponsors. WSJ ran an article today (section C) on low cost small business plans. Vanguard, Fidelity and others will run a plan for something like $2,000 a year for a small conpany as well as providing low fee investment options. If there is an owner/employee this could be very much to his (her) advantage.
