I don't know why this is even debateable. Hitler, Stalin and Mao, as is true with most government-style murder factories, believed that the state was the religion and the religion was the state. Therefore, anything at all was justified to further their goals.

Hitler may well have called himself a Catholic when he was on his rise to power. Much like say, any politician who wants the job tries to paint himself as reasonable. But once he got the job, even a cursory scan of his writings shows you what he was all about: The State was life. The State was everything. And who got to defined the state? He did.
