I got a notice from my bank - offering me $3 if I use my debit card. Why would they pay me to use a debit card since they don't have a chance of getting any interest out of it? (I have never used the card in the past).

They probably want to convince you to use it more often instead of checks. Their cost of handling electronic transactions is almost for sure lower than cost of handling paper checks.

Then, I got a notice from Amex that they will pay me $5 to use my Amex card at 5 merchants, other than Costco (the card is also my Costco membership card). I have never used it outside of Costco.

They most likely just want more of your bussiness.
