I have a small business (4) and we jumped on the Simple IRA as soon as it became available. You do have to make it available to everyone but each contributes at their own level (or not at all) and you have a good deal of flexibility in the matching amount. It doesn't allow as much as a 401k in the way of contributions, but the admin. costs are minimal.

Also, it is only for small businesses, (I don't remember the cut off point, but I'm sure you would qualify) and therefore some of the rules are more relaxed.

There is obviously a lot more to it than what I have mentioned, but it may be worth looking at.
