I have been where you are. I also agree with pretty much leaving it alone. Aside from the capital gains tax issue already mentioned, the personal stress of making investment decisions for a family member can be really *taxing*. You have to assume that if she has kept those telecom stocks this long, she had some logic behind it. Going against her wishes just because she can no longer communicate them is probably not what she wants. If I were you I would focus on estate planning sorts of things like setting up a trust, etc. and leave her portfolio pretty much the way it is.
