I have just recently upgraded to Quicken 2006 and the download "QSX" format remains the same since version 2002.

I haven't used 99' but I would say the upgrade would be worth it! As for me, I upgraded from 2005 and cannot say that the upgrade made enough difference to justify the $69 (after rebate) price tag!

Haven't used the new "statement attach" feature yet so maybe I'll change my mind.

Happy Upgrading!
