I have never lived, nor even visited, New Orleans.

You have an opportunity of several months to get to know New Orleans (from a distance). I hope you will have some computer resources available. If so, absorb everything you can about NO now. One place to start is www.nola.com. You'll find lots of others. If possible, get a pen pal (or several) from there, and get to know them and let them know you. Get in contact if you can with any disaster recovery people in the area. There are lots of schools in the area. Get in contact with some faculty members there. And read the postings here on TMF on the board called Ask The Headhunter. He has good suggestions for getting a job.

Good luck in the future. I'm sure you will do well.
