I haven't tried it myself, but have you tried HandBrake? It's an open-source program that should allow you to rip the PAL source to something that you can convert to a playable DVD. You may first need to pull the content off the disk with Mac The Ripper. Keep in mind that conversion is tricky and you may lose quality.

Or, get yourself a cheap DVD player that is regionless and can handle PAL formats.
