I just ask if this work isn't necessary - if they could just do letters to the they did in the past

Things changed because there was rampant cheating, much of it encouraged by the charities, in the valuation of used vehicles donated to charities. So Congress decided to put a stop to it. The rules seem straightforward to me. If somebody doesn't want to follow them, they don't have to take the donation/deduction.
