I just need to convince him and everyone else that their role doesn't have to be major. It can be as simple as helping organize one outing. If every parent did that we'd have MORE than enough help.

Put it to them exactly that way.

And then when one person does volunteer for something, make sure that does NOT move them to the top of the call list for the next occasion you need a volunteer.
