I just opened a Roth IRA with Vanguard. The fee is only $10 a year for accounts under $10k. You can start an IRA with a minimum balance of $1000. They will let you pay the fee up front so you can contribute the full $2000 each year. They will even send you postage paid envelopes for deposits. As mentioned before they have Very low expense ratios.
