I know treasuries are exempt from state and local income taxes. This will account for some of the yield difference in addition to the risk.

Are these CMOs that your looking at? If so, they could have different debt characteristics than standard bonds as well. It depends on their tranche and some other issues.

As I'm not much of an investor in fannie mae's (although I'm always ready to learn), I'll mostly stick to what I said at first.
