I meant acting as if there wasn't anyone on a bike that they had to watch out for vs being aware and considerate....but acting as if there were no cyclist passing them (legitimately), or between them and the curb

I have to say that I'm not very sympathetic to bike riders here in the city -- I've had too many "almost" experiences because of their actions.

For example, yesterday morning I was crossing Broadway when I was nearly knocked over by a cyclist in the bike lane - going the wrong way! I had a green light and he, well....he was going the wrong way so he obviously didn't care about the light.
