I never really could figure out a good way to do it. The only trick that seemed work was to schedule a meeting for 11:30 am. Once you start getting into lunch time people will start losing patience and start speaking up about ending the meeting, or other wise make it snappy.

Remove the chairs from the conference room. Everyone who attends the meeting stands throughout the entire meeting (or leaves when they get tired and eventually you've got one person left talking to himself).
