I noticed there are some CDs out there with better returns. Do t-bills have a better return after taxes? Is that why you recomed them and not CDs?

Here is the latest t-bill offered through scottrade. There were none listed past 6mos though. Why is that?

Because the definition of a 'T-Bill' is one year or less. And there's no one year treasury issued.

More than a year, up to 10 is consider a T-Note. And more than 10 is considered a T-Bond. At least that's what the Treasury has to say about it:

Nothing would prevent you from buying a two-year treasury that was issued a year ago on the secondary market. However, the commission might make that prohibitive for small transactions.

Cash management bills, 4-week bills, 13-week bills, 26-week bills, 2-year notes, 3-year notes, 5-year notes, 10-year notes, 5-year TIPS, 10-year TIPS, 20-year TIPS, and 30-year bonds.
