The shares in Seoul are restricted to domestic purchases. However, the Korean government can at any time increase the number of shares available to foreign investors and the premium would shrink or collapse.

This happened to Korea Fund which once sold at a premium as high as 40%. When the government opened the market, the premium shrank and shrank and it is now selling at a discount (symbol KF)
