I think part of the problem is how minimum wage jobs have come to be redefined by many people. Several decades ago, part-time work was usually what paid minimum wage and the people with these jobs were typically teenagers or people wanting to just supplement their family's income. Now, especially with the government having encouraged former welfare recipients to get jobs, people are trying to actually support a household on minimum wage, rather than add a few extra dollars to an already existing income. In an ideal system, these people would have, or develop, skills to advance to better paying positions on merit, therefore adding to their income and keep the truly entry-level part-time positions at a wage that is fair, but not necessarily substantial enough to provide them all their living expenses.countrygirl2001
