I think you or I are misunderstanding. There are two issues. One is completing the w8ben. That process they do not want to help you complete. The second issue is ""filing" the w8ben. That I believe you do by sending it to your broker. Sending it to your broker is what I think they are calling "filing". Once they have it, they do not need to withhold any proceeds to submit to the government. POOF! YOUR DONE!

So, first complete the form on your own. Next send it too your broker. Next, Fool on!
