I think you should send the letter to the biological daughter. Include your own letter reminding her that she had asked you to hold on to it, and you are sending it to her now. Maybe apologize if this letter opens up hard/emotional feelings, but you wanted her to be in control of it now. Put the father's letter in a separate envelope, so she doesn't start reading it first.
