I too have started a plan to wait out a bear market. I say started because I've only one year's worth of living set a side and my goal is three minimum.

I am using Nuveen's Calif dbl tax free munis (NQC) that are returning about 6% (was 7% when I started bond rates have changed as they have worked into the fund). I haven't done any other research to see what else may be doing better but with Calif being equivalent to the 10th largest economy the world, I feel relatively safe in this vehicle. (These Nuveen dbl tax free munis aren't available in all states.)
