I use my emachine mostly for internet. is it necessary that I defrag often? I do delete wp and ss files occassionally.

I normally defrag at least once a month. If someone lets their Windows95/98 PC go for long (a year or more) without doing a defrag, web browsing (as well as opening just about any application) can really slow to a crawl.

I do the following:
- exit my browser
- clear its cache and history
- turn off screen saver, virus checker, MemTurbo, etc.
- scandisk ("Standard")
- defrag
For both scandisk and defrag, it's important to turn off "stuff" (screen savers, virus checkers, crash causers/preventers, etc.) that may be running in the background (systray). If you do not do this, scandisk & defrag will have to keep starting over whenever they detect that an application has changed the contents of the hard drive.
