I want to make it clear that I recommended this post NOT because I agree that a post reply button is needed at the bottom of the post, but rather because it was so darn clever I kept chuckling!

I HOPE that was typed by hand and that he didn't write some VB or perl script to take the regular good old post and "fix" it. Actually on second thought, it would be fun to write that script...

Anyway, I think replying is something you should be thoughtful enough about that having to scroll back to the top to start your reply would be "in the noise" compared to the effort of thinking and editing that you were about to apply before hitting "submit reply."
