I want to transfer the fidelity Roth IRA to my bank because I get a better banking situation and more options with the IRA.

You want to do a transfer from Fidelity to the bank. Start by contacting the bank and telling them what you want to do. They'll provide their necessary paperwork, which you'll then provide to Fidelity with their necessary paperwork to make the transfer. Timing is not an issue since this can be done at any time. See IRS Publication 590.
