I would BT upto $14k if the offer was good enough. $4k because I currently have a 0% for 6 months then 17% and that is what I could safely pay-off in that time-period (no transfer fee). I will see what this month's offer is.

Heck, 17% is still a better deal than 30%. For the extra $10k, that will be saving you $250 a month for the first 6 months, for a total of $1500 over the course of 6 months. Even after the promo rate is up, it will save you up to $108 a month on that $10k, depending on how fast you pay it down. And if it helps you get your BoA rate down, that will save you even more.

I would suggest transferring $14k to the Citi card now, and still snowball BoA. Since the 'go-to' rate of Citi is still lower than BoA, you don't have to be so worried about paying it off before the promo rate expires.
