I would just tell them that you do not charge anything on your credit card.

Management response : "I'm sorry you won't be able to attend the conference."

Review comment: "Unwilling to put effort forth to update knowledge and skills."

None of this happens in a vacuum.

Wait a second... was this conference something management directed the employee to attend, or was this something the employee wanted and desired the company to pay for it?

If this is something management has directed an employee to attend, then management should not expect the method of payment to be a burdon upon that employee. If your hypothetical management response and review comment play out in reality they should also be fought.
