If Bush reforms Social Security, and the change turns out to benefit low-income people and particularly retirees, that will damage the Democrats' standing as the only party percieved to care about such people.

I do not think this is true. The example I can point to is Medicare. The Republicans managed to actually deliver a prescription drug benefit, however arcane and non-understandable it may be.

What happened? The perception was that only the Dems care about people and the Republicans do not. Go figure.
