If I were you, I'd contact the local government entities (probably first by website, then by phone for details) to see what programs they have set up. For instance, the City of Los Angeles (I believe) no longer has special considerations for women- or minority-owned business, but they DO want LOCAL and SMALL businesses to be included on all their new contracts where at all possible.
