If my employer sent me home temporarily because they were having financial difficulties, I certainly wouldn't expect to be paid hours I didn't work. I'd just be thankful they were able to resume and give me my job back. Maybe that's just because I've always been a non-unionized non-government employee in at-will states. But why should there a different standard for federal employees? How would you feel if during the furlough the executives of your company still continued to receive their salary but all other employees did not - would you still just be thankful they gave you your job back?
