If the peaceniks who were shot at the Kent State Massacre had instead been holders of concealed gun permits, there might have been a second civil war.

This is a misconception.

Of the four fatalities, only Miller and Krause were participating in the protest. Schroeder and Scheuer were walking between classes; Scheuer was chatting with a classmate about their studies. Schroeder was in ROTC, and not a lot of peaceniks took ROTC in that period.

Of the total 13 people killed or wounded in the shooting, only six - including only one of the four fatalities - were within 300 feet (91 meters) of the National Guard; only one - not a fatality - was within 100 feet.

Basically, yeah, there was an anti-war protest going on, but it was on a college campus on a sunny day while classes were in session and so there were lots of people doing normal non-protest stuff people do at college: going from classes, chatting with friends, studying in the sun, napping on the grass, courting...

... and bullets aren't fussy.
