If you want to play it safe, and cheap (which I agree with!), I'd go with Vanguard. In fact, I did exactly that. Vanguard index funds follow the market (up or down!), and the expense ratio is minuscule. Our daughter has VFINX in hers.

It is reasonable to assume in 15 years the market will be up. But, as always, there is no guarantee. A lot can happen in 15 years (especially with dysfunctional governments and changing economic and political landscapes around the globe).
