I'll buy the first bit. But your conclusion is backwards. Taken to the extreme you're saying that running the dishwasher every time you have a single dish to put in it will use the least amount of water.

This isn't the EPA or OSHA. I don't think partial load needs to be defined. You're just taking the argument to the extreme. I'm surprise you didn't say spoon or fork.
