I'll grant that out of a population of, say, a thousand stellar travelers, the majority of them may not want to leave their 'home' and land on a planet, but wouldn't there be some mavericks willing to try it out?

I think you are absolutely right. The bulk of the mavericks will likely be the teenagers, who are rebelling against their parents' love of the ship. Can you imagine a civilization started by teenagers? I think that in itself will drag the adults out of the ship: fear of what the kids will do left to their own devices! So ultimately, I think it will be relatively few who stay on the ship.
