I'm far from and expert, but I would say "no." I live in CA. You are not selling the home nor is it being purchaced which would trigger Prop 13 re-eval. Some of the other Pro's on this board and maybe better answer your question.

You might want to post your question over at the Buying / Selling Home Board on TMF. Lots of CA people hang out there; some are Pro's in the business.
