I'm not in IT, but here are a few comments.

Your education and Toastmasters sections are excellent. Feature them.

Your work experience section seems a bit long and could be condensed a bit. Your employers names will help. Your hands on systems experience (last line of your work experience entries) are important. Keep them or feature them.

They are asking for Health Industry experience. Do you have any credentials in that area?

Communications skills: Toastmasters is great for oral presentations. Highlight your writing abilities.

If I were reviewing your resume I would score it just like an exam on each of the bullet items in the job description. To improve your score, make sure your resume includes your experience in each area.

High score resume goes to the top of the pile when it comes to phone interviews.

Change your position objective to match the job description.
