I'm sure Impolite will reply, but I will give you my info as well.

I currently have a 5.9% BT rate for life, and I simply got it by calling Citibank and asking what my BT rate was. Also, make sure that when you call, you have info for BT's you want to do, because about 50-70% of the time, you will get a nice customer service rep who will offer to waive all fees if you do your BT RIGHT NOW!

If you don't get one of those nice reps, say thank you, hang up, and keep calling back until you get one. Works like a charm.

Also, I'm pretty sure they have a BT rate scale for people with better FICO' SO got 1.9%, but only for 9 months.
