In high school, I was a bagger and watched customers pay for lobster and steak with stamps. They used paper vouchers then, not plastic debit cards, and were easier to spot. For every person like them, there were many like the person I would unknowingly become-- someone who needed help to feed her family, keep her job and to stay healthy to take care of her child--Someone who needed a boost over the hump.

Also remember that people who pay for "lobster and steak" with food stamps will many times not be the original recipients, but people who bought the food stamps form the recipients who were in desperate need of cash.
