In the opinion of the CSPC, CO/ALR devices are at best, an incomplete repair.

Reading that line in the context of the full report, it seems to me that it is considered an incomplete repair simply because the devices for aluminium wire are not available for all parts of the system. They were looking for a single solution for all parts of the electrical system.

The other thing I noticed is that the CPSC was addressing "old technology" aluminium - wiring manufactured before the early 1970's (1972 IIRC). If the rewiring was done significantly after that time, it sounds to me like their report would not be applicable, unless the job was done with very old parts.
