If I have stocks that have appreciated at the time of my death, generally speaking are the capital gains taxed?

I understand in the case of IRAs the answer is yes.

I also understand if stock is willed to someone, their basis is the price at the time of my death.

With regard to my income tax question, does the value of the estate affect income taxes?
