Interesting - however you need to compare that to the risk mitigation cost of managing your own schools IT needs.

I'm assuming you are pointing out that BBBB is a hosted service and that it does NOT maintain 99.999% uptime. Few companies do. I think Google has dropped below that mark with there well known outages. But just because the hosting company can not keep it up - doesn't mean that the local university system would fare any better at a cheaper cost to the student.

I've worked in IT systems for 20+ yrs. and in University IT systems also, keeping it up 3 Nines is impossible for most orgs. Every well managed system has contingencies plans - I'm sure a bit of education in the education field on what to do with grading deadlines when the system is down could be a very cheep fix.
