Interesting. Our own system would charge more per kwhr during peak demand periods--encouraging demand shift. And costs will rise as more costly energy sources are chosen to reduce pollution or greenhouse gas emissions. But that might be seen as regressive in that rising costs have greater impact on low income families.

Leave it to the French to come up with a way to address regressivity. A system of energy credits based on tax returns or assistance applications might be easier to implement. But can misuse or fraud be prevented?
