Is there any move afoot by the gov't to let us pay
the tax due if we rollover to a Roth from IRA proceeds?

Currently, you can do a rollover from a traditional IRA to ROTH. You will owe regular income taxes on the amount rolled over. If the tax burden would be too high, consider rolling a portion of the traditional to ROTH each year to spread out he tax bill.
