I am considering withdrawing funds from my IRA for the purchase of my first home, and I have some questions about the specifics:

Are the expected taxes and penalty withheld from the funds withdrawal, with the penalty to be refunded upon filing taxes?

If taxes are withheld when the funds are withdrawn, is the $10K limitation before or after tax settlement? (Net $10K or Gross $10K)

What closing costs are eligible? Just the fees at settlement or the down payment also?
