Quick Scenario

On break from Grad School to work - earned 20K in '98 as a 1099 worker

went back to school

couldn't pay taxes on 4/15/99 but filed for extension and installment via appropriate forms

paid 2K of roughly 3.5K owed - now owe difference

Question is - How do I compute penalties and interest owed so can be free and clear of any IRS mess?
