Is it better to buy on close, mid day, or on open? Any thoughts on this?

Not much difference.
Closer to open is perhaps better, if only because some of the inputs to the
screen are value oriented, meaning if a given stock rises much it's not so cheap.
e.g., if the stock rises 10% the P/E test will be off and it might no longer be so cheap on current earnings.

No idea if it's the best strategy, but what I do is this: if the market
is undergoing major gyrations, I put off all my buys and sells for a day.
I only trade in a given day if the market is relatively calm.
I just avoid the 10% of days that are undergoing the most upheaval.
If it's a "relatifely" calm day I trade not too long after open.
